By the way, the Global Integrity has published report. Georgia has recieved lowest scores in Governance component. Overall score was reduced as well. See report figures here http://report.globalintegrity.org/Georgia/2009/scorecard

I would say, that it is extremly important that Gamgebeli personally opens the first meeting and introduces project and consultants. It creates trust and sense of responsibility among guiding coalition members.
